Copy, moving or rename hangs when Internet is connected

What I would do is find a WinPE version with drivers pre baked into it. Load it onto a flash drive, a lot of popular ones exist however I don't want to link to any of them and violate any guidelines. Boot it and test the transferring issue in a WinPE to see if it still occurs.
