Hello I want to buy a new and first aftermarket cpu cooler.I have a intel stock cooler that has been serving me for three years,my cpu is locked and stock cooler is too loud it has to work on 1500-1600 rpm to cool down the processor i5 4440 when its idle its worknig at 1000rpm and it is still loud.Cpu temps 30-40*C when pc is idle and when gaming its 50-60*C.I also found that everybody is recommending CM EVO 212 but i dont want to buy it since its expensiver than msi core frozr l in turkey.

I have been searching to get some information all over the internet and i have found some cool cpu coolers.
MSI Core Frozr L
Akasa Venom vodoo (is it new brand or some underground markting? dont know)

I woud like to get more suggestion.

i have one of those I5 machines running in my house.. it came ready built fitted with a stock cooler.. running a cpu load test it got too 45C.. i was kind of surprised how cool it runs.. and its not noisy ether.. it came with a 1050Ti card and games quite well on lower resolutions and setting..

artic make some nice cheap coolers.. i was gonna fit one to the i5 machine but at 45 C max i cant see the point..

Well, after reading a review of the two heat sinks, and what you said about your stock heat sinks fan being too loud, I'd go with the MSI. The review I read of the Akasa said it does not a very quiet fan.

With i5 4440, you can't go wrong with hyper 212
Well since you didn't read that OP wants something other than a Hyper 212, the better choice would be the MSI cooler. Not the 212 for price reasons.

MSI does not really make coolers...a bit risky so would still go with 212 lol

what about xigmatek?
btw do you really need it? you may lap your heatsink and use better paste with better airflow

I'd go as far as say that any cooling will do.
Just before the New Year I've built a gaming PC for my friend's brother with this exact CPU.
I had a choice of installing either an Intel box cooler w/ copper core (from one of my old Xeons), or a cheap Deepcool HTPC-200 (originally cost me around $15-17).
Both held up nicely in all scenarios, including heavy CPU load during video encoding, and of course gaming.
We went with option #2 cause it was small and quiet. Temps were around 48C at full load, 32-35C idle, which surprised the heck out of me.

Also, your current 60C is more than fine. Haswell can handle up to 80C before it starts throttling (72-something Tcase on ARK, which is always lower than Tcore). The first thing I would try is reseating that stock heatsink with decent thermal compound.
Arctic MX4 is my favorite.

Correct. But only for that.

Would recommend this, so you can take it to a new system and not worry about temps, one of the best midrange air towers you can get for the money:
https://www.hardocp.com/article/2017/06/01/scythe_mugen_5_cpu_air_cooler_review/3

You spend a bit more, and get cooling perf that can match an average AIO at a great low noise profile
Yeah, at $47 USD which who knows is how much in OP's country, and is also a good $20+ anything else that would also work on that "84w" locked chip. I'm 100% sure OP doesn't want to spend a lot judging by the parts that were picked for their build nor spend money on wasted performance.

What kind of cooler would you guys recommend then?

buying components for a future build now, can be a bad idea, unless your 100% certain your not going to change your case, or any other components which might interfere with the cooler or Vice Versa. buy a cooler for the cpu you have now, even the stock HS would work fine. the hyper 212 (i see your not wanting the best choice for some reason) but it is the best option, and would work towards future CPU's as long as they are in the same socket support group of the 212. Scythe also makes great coolers....Noctua, Zalmann, Coolermaster, your CPU isnt a powerful chip, this choice is a "almost any solution will do" scenario....your overthinking it, just pick a cooler in your budget, that works with your socket.

anything in this list will work most likely just fine. i know your not in country, but it will give you an idea, and a choice.
Heatsinks

Now go order your cooler , your cpu is counting on you

Taking the motherboard into consideration, I would strongly suggest against a tower style cooler, and would definitely get a downward blowing cooler. The VRM design on the H81M-C is down right anemic, and has no heatsinks. If you remove the airflow from it, it is going to get hot and won't last long.

Something like the Cooler Master M4: https://www.newegg.com/Product/Product.aspx?Item=N82E16835103177

I know it doesn't look like much but if you just want something that cools better, is more silent (compared to intel stock) and cheap:9 euro's over here.

I've installed this in many computers that just needed a new cooler. Just make sure you use pure alcohol to clean cpu.

It's great value for money.

from wiki:
A voltage regulator module (VRM), sometimes called processor power module (PPM), is a buck converter that provides a microprocessor the appropriate supply voltage, converting +5 V or +12 V to a much lower voltage required by the CPU, allowing processors with different supply voltage to be mounted on the same motherboard.

In the image below, the VRMs of this motherboard are label #3. The blue and black aluminum pieces beside and partially covering the VRMs are the motherboard's VRM heat sinks. Cheaper budget boards sometimes have inadequate or no VRM heat sinks. I personally have not seen a motherboard that comes with a VRM fan since the socket 775 EVGA 750 FTW motherboard (but that's not to say that there is not one out there), but all higher-end motherboards have VRM heat sinks.

Sorry, I mean it has no heatsinks on the VRM. The VRM is the area around the CPU, that provides power to the CPU. Your motherboard has a very poorly designed VRM.

Generally, the more phases your VRM has, the cooler all the components run, because the power load is distributed over all the phases. More phases means less load per phase, and lower temperatures. Your motherboard only has 3 phases, which is bad. In comparison, the motherboard in the picture Barbaricsoul posted has 12 phases and heatsinks on the hottest components. Your motherboard has no heatsinks and only 3 phases, so these components are going to get very hot. Your motherboard relies heavily on the airflow created by the CPU fan blowing down on the motherboard to keep the components cool.

does mobos has heatsinks?

.the little square black chips behind the silver looking taller blocks need cooling

Without HSink

same motherboard
With heatsinks...

Getting my CPU to reach a temperature of 50°C is a challenge. I have the exact same motherboard that I posted in the pictures above it does a great job of power/heat management. 10/10 bananas

The Scythe Mugen Max ($37 last time I looked) vastly outperforms the C7 and Hyper 212 and, is fact is on par with or tops the performance (depending on review) the $90 flagships from Cryorig (R1 Ultimate) and Noctua (NH-D15). Another option comparable to the Mugen is the Scythe Fuma.

Topflow is definitely a good suggestion here. As for the Mugen, I said that precisely because its a 'fits almost every mainstream CPU' type cooler that is very good price/perf. Even if you wont re use it, you can sell it and recoup any extra expense you had over the cheap 212 or thatMSI Core.
