You would but unless you're OCing the 9900k to 5GHz or above & using all 8 cores, I'd say it's not worth it. Of course if you need that performance then go ahead.

For other stuff? Well if you need 4 extra threads? Sure, otherwise no.

Only if you plan to do a lot of VMs or video rendering or various multithreaded scientific/simulation programs or multithreaded compilers etc. For gaming it won't matter much to make the cost worth it.
