creating an effect for an image on a 'html page' same as to what's on this video

What? The person in the video is just clicking on a photo on a page (left click) and dragging it.

yes I wanna create a similar efects that uses same functions if possible to make it fast not lagy.
 
I don’t understand… You want an image to move haphazardly around some center without user interaction? Sounds like a job for JavaScript but also bad accessibility to me
 
i guess the safest wey will be using a gif or animated webp since javascript may appear risky for the client. I still want such javascript code to apply on already made images.

I do it so it looks cool, to apply on images that are secondary like a ufo or misterious lights appearing in the website.

I looked on codepen.io couldn't find a similar animation, anyone could link me to a free code sample?

hm you could try to lookup webpage "snow fall" effect. That is an old term back when everybody wanted their website to look like it had matrix scrolling text. Maybe you can adapt the image to what you need.
