css "Shaderapidx9.dll" error

When I run css it says counter-strike source is preparing to load, then i get a "hl2.exe has encountered a problem and needs to close". I click the to see what this data report contains click here link and it says the problem is Shaderapidx9.dll.

I have tried reinstalling graphic card drivers, steam and css
I have tried steam support
I have tried getting a new Shaderapidx9.dll
I have tried google

reinstall steam on your opposite os.
