Not very good latency, regardless of the CPU you're going to use that with. You want to get something that's 18 or below ideally, even at those speeds.
Admittedly that's supposed to be at 1.2V, so if they can go tighter with 1.3-1.35V, it might not be all bad.
Obviously it depends on what you can get locally.

Only review I can find, open in incognito mode, as they have an AdBlock checker.

I honestly couldn't say, but if you're getting that Kingston memory, you need to tweak it manually as per the review, to get the best performance out of it.
You shouldn't have any problems doing that with your other hardware.

A lot of the 3200c16 LPX kits are AFR and MFR, runs fine at XMP on just about anything but pretty close to 0 OC headroom. They are usually one of the cheapest 3200c16 options so I would recommend those if you just want to run XMP. Higher frequency XMP kits aren't really going to give good bang for the buck on intel.

I wouldn't bother trying to run different kits, in theory you can run one kit in one channel and the other kit in the other channel, frequency has to be the same on both but you can change timings between the two. That's still a PITA though so I wouldn't recommend it.

If you want to have a cheap set of DDR4 to tweak I would look for 3000c15 or 3200c16 crucial ballistix sport sticks with AES in the part number. Most of those kits are rev. E ICs which are pretty fast and easy to work with.
