Dead graphic card or dead pci

I got an amd r7 250 few days ago, plugged it in the pci express. The card's fan blowed but the monitor responed " no signal " ,so i changed the vga cable to my onboard intel card, still no signal. Having removed the r7 250, the computer booted up. Could it be my r7 250 causing the problem or the pci express slot?
BTW this is my specs: G3250, biostar h81mhv3, 4gb ddr 3 ... #SORRYFORMYBADENGLISH

Try to set the primary display adapter to PCI express on your BIOS

Pull the gpu, reset bios and save optimized defaults.

update the mobo bios, what brand and model of r7 do you have?

Check to see if there are any legacy bios options too.

It's from gigabyte, the card was working fine. I pulled the headphone and somehow the monitor went no signal.Probably i pull the headphone too hard that it affected the cable, or maybe i broke the pci express.
