Most likely you can't due to the board.

With how old it is you might barely scratch 250 from it.

Best way to compare to a PS4 is to conpare your 270 to a HD7770.

R9 270 is a rebranded 7850 with higher clocks can't beat a 7870/270X. What you get is a 1024 shader gpu gcn first gen - so you know what you have.

I think the i5 will be okay but I would overclock it as far as possible nonetheless - GTA 5 needs all it can get.

The R9 270 is the same as a HD7870 it Actually has 1280 shaders

I think you could run GTA just fine on medium high settings at 1080p.

(I run on high 1080p 40-60fps with R9 270 and FX8320@4.6Ghz)

Skeleton dell bios - I'm pretty sure you can forget that. Your option is to buy something else or get along with it. As I said I think it's okay.

if i were to buy another motherboard 1156 can you just take every thing off the current 1 and do a straight swap. i take it windows 10 would be on the harddrive. would it just boot up straight away or would i have to reinstall everything. i could prob get a board for about£40

Yes just be cautious not to short anything or make any other mistakes like forget to plug all cables properly. It's not guaranteed that Win10 still works after the switch, but if you buy a mainboard with similar chipset the chance is high that it will work. You have to buy a mainboard with P55 chipset btw.
