Looks like bugged reflections. Either some shader optimization gone awry or some bug in the game engine.
If fiddling with water settings doesn't get rid of the issue, you need either a driver or game update. Sorry.

With regards to DXVK, the choppiness or lag normally lasts about a minute or two as DXVK is creating a shader cache. After that it should run without the choppiness. Also the x32 dlls won't actually be used as the game is 64bit and only the x64 files are utilised when loading the game.

Thanks for the info, I tried the x64 dll's again and indeed, after a while, the choppiness got better and better. Unfortunately, the flickering spots on the ocean were still present ☹

That I couldn't tell you. But many bugs only affect only one GPU type, just look at the list of fixes in the release notes.

Probably something related to RDNA2 and it wasn't detected in testing as it's a fairly old game now.

Unless you can replicate this in EVERY title out there don't bother with hardware.

I have this same issue playing Mechwarrior 5 with my 6700XT. The newest drivers (21.6.2) are suppose to have a fix for it, but I haven't tested it yet. Yes, this is a known issue with drivers updates being worked on to fix it.

EDIT: Updated to drivers 21.6.2, problem no longer exists in Mechwarrior 5. Try updating to drivers 21.6.2

I have this same issue playing Mechwarrior 5 with my 6700XT. The newest drivers (21.6.2) are suppose to have a fix for it, but I haven't tested it yet. Yes, this is a known issue with drivers updates being worked on to fix it.

Do a complete driver removal then use DDU.

Fixes for old games happen all the time. They may not be top-priority, but neither AMD nor Nvidia sweep these under the rug. There's hope if this is a driver bug.

I'd do a check on the game with both a 5600XT and a RX 580, but I had to sell both of my upscale systems due to losing my job after the Andromeda Strain effectively ended the business where I worked. I can tell you that I played that game through several times, and never witnessed anything like that. No anomalies at all. Same for Death Of The Outsider.

I just had a look on my ancient GCN 1 Pitcairn and with the 21.5.2 driver, and I didn't see anything amiss. Note that these are at 1366 X 768, the living hell that is my current gaming life.
