I will be using 12 rads 4 x 4fan 140mm only for CPU and 8 which will be divided as 2 x 2fan 140mm for each GPU and will be doing 4-way SLI. All the rads will have push-pull configuration. And will we setting up 16 fans for good air intake which will be cold nearly at 15C. I will also be providing separate reservoir-pump for CPU and GPU. So with configuration can I do high overclocking.

Additionally to even make the sketch an operational reality you'll need 4 pumps, 2 pumps per loop, as all those rads add up to a lot of flow restriction, and I wouldn't use any less than D5s.

If you chose a minimum radiator thickness of 40mm, all those radiators would cost $1,067.80 US, and that is minus Shipping, if you chose a radiator thickness any greater than 40mm the cost is even higher.
