E8400 + 650 bottleneck?

i just found my old e8400 core 2 duo and it is still working in my old pc + motherboard. Is the e8400 bottleneck with a 650 or no?

Depends on the game and the resolution you're playing at. There isn't a clear-cut answer to these kind of questions.

I play Sleeping Dogs at 1440 x 900

It shouldn't be. Just run some test benches and then overclock the CPU then run it again

Actually should be pretty decently balanced - especially with a reasonable OC on the CPU.

I plan to get a hyper 212 evo and OC it to 4.0 GHz.
