Edge and Chrome always running in background?

Benchmark Scores I have wrestled bandwidths, Tussled with voltages, Handcuffed Overclocks, Thrown Gigahertz in Jail
When exiting MS Edge and Google Chrome i expect them to close completely... but they're always running in the background (task manager).

Is this normal? I get some type of OCD with crap running in the background and i'd rather have everything terminate when exiting applications.

found the setting in chrome..... settings > system tab

and Edge.... settings > system and performance tab

On both of these setting pages, theres another option thats caught my attention "use hardware acceleration when possible" which is toggled on by default. Just curious, this is GPU utilisation right?
