Is there a free Email reverse look up to identify the owner or IP of a user.

You can get the originating IP address in the header of the e-mail and then do a whois on the domain, but not the actual person who sent it.

There are some websites that allow you to input the header and it will show you the route also.

what exactly are you looking for?

email adresses can be faked easily.
look for the ip of the server which sent you the mail, look up who owns that ip at arin
or look up the whois data for the domain

My son's Steam account was hacked by an "ex-friend", we got back in, but I was wanting to do a trace on the email he placed on the account.
