Empty Control Panel in Vista - help please!

How come my control panel is empty in Vista? Only way i have found getting round it, is to go to services and then stop and restart software licensing. It does this on two of my PC's and I am running genuine windows!

Any help appreciated thanks.
 
I haven't seen this issue...did you set it to show Classic View? I know at times it takes a few seconds for my CP to fully load and it will start to display icons about 3-5 at a time until it's complete.

Doesnt matter whether it is classic or not, have last couple of minutes to see if something would show. Cant rem where i found the fix, but thats the only way! and it always works!!! Would be nice if i could find a fix though. Oh and ive tried a wipe and reinstall too! Only thing I changed this time was using vlite but it did it on my laptop too after a clean wipe using the normal genuine vista media and a genuine key!
Bit lost, just a pain. Also the printers link will not show up in the start menu and when the CP does go up the swanny it disables the computer properties. CP just acts like an empty folder and right click on My computer and clicking on properties acts like you never pressed anything, really wierd!
 
Wait a sec after a few mintues of having diasbling and reenabling the software licensing and getting the CP to work, printers is now showing up in the start menu and I have changed nothing, so I would say they are defo linked. Do you reckon maybe it would fix the problem if i changed software licensing to delayed start?

It could help, I've never had to mess with any of that stuff. I've been messing with disabling different services and such, but really all I do is turn off UAC and go. Might as well try delayed start, maybe that's what it needs.
