Even under stress, only one GPU fan spins

I have a Gigabyte GTX 1660 Super.
In the past i was able to make the second one it briefly spin, while in MSI afterburner. I was fiddling with the software custom fan curve, and when I selected the Default options, applied, and went playing Apex Legends, the second fan started spinning when the gpu started getting hot. It never happened, and I was unable to replicate this. The fan on the left just won't spin.
Setting the fan speed to manual in MSI does nothing.
I tried running Furmark, reaching 70 C, but still the one on the left won't turn on

Check for loose fan connector.
 
Well if it's still under warranty, RMA it, otherwise you will have to disassemble it and re-plug the fan connectors
 
If you're out of warranty it's literally four screws holding the plastic shroud to the cooler and one cable powering the fans. Watch from 2:30 to 5:50:
Take the fans off, write down the part number and look on aliexpress for replacement.

I tried to disassemble the video card and check if everything was ok and all the pins are connected, I checked the warranty and it is no longer valid, what else can I do besides replacing the fan?
 
Clean the fan and heatsink?
Also try to manually spin it by hand and see if its free of debris (should spin freely otherwise bad bearing)

I have already tried to clean everything but it does not change, then after turning the first fan I notice that the second one that always runs at maximum load switches off as it normally should when it is not under stress

I don't know if you have taken the card apart before, but in my case I'm guilty of pulling the cable when taking the card apart. A single lead broke & I had no choice but to solder in a replacement cable to the back of the fan.

there is always ghetto mods for the fans, I did one for this very problem.

Realistically, it's probably just dead. I had a dual-fan R9 380 that did the same thing. The axial fans they put on GPUs are generally... not great. Seems like the blowers tend to be a bit more robust. Emphasis on "Seems".
