Both errors seem to refer to permissions errors. Have you 'messed with' the "Administrator", "SYSTEM", etc. accounts?
IIRC, Windows Updates' processes run under "SYSTEM"

I've also seen permissions errors on corrupted Windows installs/user profiles... Could be anti-virus/security software being overzealous, too.
Not gonna lie, when issues like this pop up, it's just more motivation for Yet Another Clean Install.

If by messed up you mean me doing transition from Microsoft log account to local account then that's all I did, because I got tired of having to put the password everytime I booted into windows

edit: whats the worse that could happen if i dont do a fresh install again?
