Its just DDR3 ram, The only thing it requires is a DDR3 supporting motherboard/platform These had no problem running 1600mhz on Intel or AMD platforms.

Can it downgrade to the slower ddr3 speed? I think it's 1066?

Of course, all memory can do that. you can go from 800mhz to 1600mhz DDR3 after 1600mhz that's considered "Overclocking" and speed is not guaranteed but anything below its Rated spec it can do.
