"Failed to ERASE the spirom" error when flashing bios

On passmark "gpu compute" and when creating images with "stable diffusion" im having issues with my "xfx 57xl8l v1.1" "xfx rx 5700 dd ultra 86 boost up to 1750M D6" card and get black screens followed up by a force reboot.
The support could not help me out, but i asked for the latest bios.

The bios he send me was in the format ".w82", i renamed it to ".rom".

When trying to flash the bios i recieved the following error:
"Failed to ERASE the spirom"
Please check the full steps in the image from attached files.

According to the old tool "win flash" (i dont have used that one for this flash, its the latest one) the file size seem to be different from actual rom and the rom he sent me.

Up to 1750, ok thats all dependent on power supply and temperature the card is facing.

Do you mean the issue im facing (black screen + reboot) is related to your mentioned points or the flashing of the bios ?

This is my build in case your interested:
I added my specs to to my profile

I have asked the support and he told me the psu should be fine even tough on their site they mentioned 600w minimum psu. Thermals should be fine, most likely below 80°c on high load.

If not done already change thermal paste

i got the same issue when flasing: "2019-11-18 03:33:00" from verified bios:

is the command wrong ?
"amdvbflash.exe -p 0 r57002.rom -fa -fp"

Write protection is probably enabled. That card has dual bios' and usually one is write protected and the other isn't, try switching it and see if it works then (turn it off first though).

If that doesn't help I think it was "amdvbflash -unlockrom 0" to disable it. Should flash after that.

5.0 uses the newer syntax and a driver is within the folder that does it automatically otherwise try 3.31 with above instructions

I get the same error on both bios.
Now im gona try unlockrom with 3.31

Edit:
Flashing the rom has been working and i have flashed the official file the support has sent me.
Now im gona try if it has helped with my issue.

Edit2: unluckily the new bios has not been solving the issue with my blackscreen + reboot, my last hope is buying a new psu. (I tried the latest bios from "Video BIOS Collection" aswell withouth success)

I recently asked for help flashing bios, im sorry for opening another thread even i have asked for help with blackscreen issues aswell already, but i have more informations.

I cant send the card for repair, the amd support cant help me, if anyone can suggest me different things to try or which components/parts i could replace at my own with soldering i would be happy.

I have bought the card "xfx 57xl8l v1.1" "xfx rx 5700 dd ultra 86 boost up to 1750M D6" used, so i cant provide a lot of informations about how it was used and how long...

You can find my specs at left.

The card works most of the time, but at few scenarios i get a blackscreen followed up by a reboot:
-Passmark at "Gpu compute" (INSTANT 1-5 seconds)
-Automatic1111 stable diffusion ai image generation (INSTANT 1-5 seconds)
-3D Mark 11 (INSTANT 1-5 seconds)
-Unity simulation (RARELY)
-Overwatch 2 medium settings (VERY RARE ~ 3 times on 15 hours gaming)

I dont recieve blackscreen + reboot:
-Adrenaline Stresstest 10 mins
-Furmark GPU Stresstest 10 mins
-MSI Kombustor 5 mins: ms01, (GL) FurMark-Donut-6500MB, (VK) TessMark-X32
-Unigine Heaven Benchmark 4, all scenes on ultra
-PUBG 1 hour ?

A workaround:
-custom tuning on amd adrenaline with -50% clock and -50% power (blackscreens + reboots are almost 100% gone)

What i have tried:
-flashed different GPU bios
-mainboard bios is up to date (TUF GAMING B650-PLUS BIOS 1616 Version 1616 2023/05/16)
-tried all display ports
-changed thermal paste
-removed dust
-used the card on different pcs (win 10 & win 11, changed also monitor)
-tried with a new PSU (old -> Be Quiet Pure Power 11 500w) & (Rog Strix 750w Gold), changed the cables aswell
-have removed all drivers with DDU & Amdcleanup
-i have used 2 pcie power cables & 1 pcie with splitter
-i opened up the card and checked for any abnormalities, but i couldnt find something (made like 30 fotos)
