I don't see how manufacturers could find a steady source of used NAND. It's probably lowest grade new NAND. Just guessing and making up numbers here: NAND dies are binned by the percentage of bad blocks, the top grade has up to 2% bad blocks and enough spare space to allow for 8% overprovisioning while the bottom grade has up to 10% bad blocks and, well, about zero overprovisioning in the finished product.
