Fans making loud whining noise

I have 3 Noctua NF-A14 PWM fans plugged into a fan hub and a NH-D15. All of the fans run but after 350-400 RPM on the case fans, the noise begins, and around 700+ on the CPU the noise gets louder than anything else in the case. I have a P600S from Phanteks with all the sound dampening on but have tried removing it. I haven't found a good RPM to leave the fans on to avoid the noise and keep up adequate cooling while in use. Between the case fans and the CPU fans, the CPU fans are significantly worse.

A video I found while trying to diagnose the issue that has the same fan set up as me and produces the same noise. I honestly just have no idea how to approach testing anything or what to test. In my experience with loud fans, the solution was to buy Noctua fans so this is new for me. I'm considering just getting different case fans/a different cooler as well, but I don't know if its the case or how to tell if it is or not. I have a week before to make any last minute returns, but as I said this specific issue is new to me so I'm just ????? at how to troubleshoot this.
 
Only had the sound the video shows when I've run those fans in pull config through a cooler.

I would contact noctua about it, might be worth to take some recordings and/or videos of it.
 
Is pull config how the fans are set on the cooler or something I can change in the bios?
 
Yes, it's whether the fans are pulling or pushing air through the heatsink
 
I can't check because of where my PC is set up/using it for work right now, but assuming they aren't in pull config what should I try? I'm thinking of ordering a new set of fans/cooler and just seeing if the noise persists, but I don't know if I'm missing something obvious to test besides the fan config.

Go find some nidec fans

Like I said take some recordings and contact Noctua about it
