I just jumped through a bunch of hoops running disk checks and restoring cortana and a bunch of other supposed solutions in a fruitless journey that did not fix my issue which was that you can't type in the search bar.

What I did to cause and fix my issue was changing the preferred language pack, I changed it to Canadian english and deleted US English which caused the issue with the search bar in the taskbar next to the start button wouldn't register any input and the fix was just to reinstall the English (United States) and delete the Canadian English one in Time and Language settings.

If you have this issue and no other fix works then this may help.
