Fps drops even after rebuilding whole system

I have been struggling with small fps drops/stuttering for quite a while now in pretty much every single game and have also rebuild pc completely while trying to figure out what is the cause.
Have reinstalled drivers and windows, switched to new SSD, new gpu, mb, cpu and no help from that, also scanned pc with antivirus multiple times.
at this point im completely out of ideas so any help is appreciated
Also have done:
disabled ingame overlays
tested all different graphics settings from ultra to low
set power settings to performance
toyed around with nvidia control panel settings

Notes about the fps drops there are 2 types:
1st when map/new area/assets are loaded
2nd randomly while gaming (fps monitor only shows small fps drops but it feels larger than that)
3rd also weird lag when hitting performance tab in task manager + clicking around in nvidia control panel

one more edit note: happens on games installed on different hard drives as well

Bench marks return no errors + show good performance but yet big fps drops in those as well

temps are fine




CPU 12th Gen Intel(R) Core(TM) i7-12700K 3.61 GHz
Installed RAM 64,0 Gt (63,7 Gt available)
GPU Nvidia geforce RTX 3080 (problems happened also with 1080)
PSU Corsair RM 1000x
Samsung SSD 980 pro 2TB
Motherboard: ASUS TUF GAMING Z690-Plus WIFI D4

12th gen system...Why are games installed on HDDs?
I wouldn't have any of that rotating media attached to that system, except temporarily.
I'd try running just the components in the first post, no old SATA devices or anything else.

HAGS maybe?
games werent installed in hhd other than to see if that had any impact on the issues which did not cause any performance difference
 
I'm told it's more common with Ryzen, as I've seen with several (most stability issues with certain kits on certain boards with certain processors), but you might check the QVL for your board and processor per the board manufacturer (not Pangoly, not the RAM manufacturer, the BOARD manufacturer) and see if your RAM is listed. If not, could be part of your problem, maybe your entire problem. These sorts of issues don't necessarily show up right away, but are pretty persistent.

some games are in hhd to save space in ssd, only when i was testing if it effects the issues i played from hdd, also sadly this is not a component issue since i tried disconneting the hdds but no help

dont think it is that due to issues carrying over to rebuild system

I've had a different set of issues with each of three boards with three different processors using two different kits of the same RAM SKU. Like I said, it's worth checking into. I had people telling me my issue was not RAM, and I discovered it was.

i will definately test it in the future, but i have few more things to try on software/driver side i want to try first
 
What programs are running at startup?
Have you tested offline games to see if the issue goes away when your network is disabled? (no, don't tell me it's not internet related - see my signature links)

Whats your maximum temperatures recorded during gameplay for all hardware (Use HWinfo64's sensors only mode)
"temps are fine" is terrible and will not get any help at all, since every single piece of hardware out there has different temperatures for max boost, normal speed and throttling

loading stutters are simply wherever you're loading data from, if mech drives are connected that can be the issue even if the game isn't located on them, as they may have gone into a sleep state and the game or windows has woken them up and that shows as a stutter.


You havent said what refresh rate, resolution, Vsync/Gsync/freesync settings and frame rates you're using

for temps: for playing graphicly intense games gpu 62c heaviest benchmark takes it to 70c normally while playing games sits around 40c +-2c
cpu maxed around 72c on more demanding games usually 50-60c
ssd primary: 36-40c
secondary ssd 32-36c
hhds 30cs
monitor refresh rate 60
think i said resolution somewhere might be wrong thought: 1920x1080p issue on all fullscreen, borderless windowed and windowed also issue exists on all 3 monitors.
tested with vsync and without and tested with hard locking fps on games to 60 and then switching it to unlimited. issues are bit worse with vsync on.
issues happen while internet connection is disconnected (what makes me say not internet related is 3 different houses 3 different internet providers 4 modems all had the same issue)
on startup prettymuch steam, discord and antivirus are running possibly also spotify
Stutters also happen randomly in games as well not only when loading, also clicking different tabs in task manger causes massive lag + moving cursor quickly seems to cause minor lag.

hopefully that covers all the questions/clears it out a bit.
Let me know if i missed some details.
 
please show HWinfo screenshots instead of relying on what you think the temps were, you missed a bunch of relevant hardware and the combination of min/max/average is what matters - not one value that could be before or after something overheated


Vsync is forced on in all modes that are not fullscreen, you cant disable Vsync in any windowed modes

I asked if your NETWORK was disconnected, not your internet - local networks can cause issues too (I've had a smart TV and a network share cause stutter issues)

do you have Gsync enabled? Any background tasks like changing wallpapers?



Screenshots stop the need for 20 questions, because we can see things we havent thought to ask yet
Win+Shift+S, click and drag over the relevant info and then Ctrl-V into the text field here, no need to save or upload files

We need HWinfo's sensors, started after the game has begun (fullscreen it, spread it to show all 3 columns)
Your windows startup tab from task manager
And then anything that shows in task manager, sort by CPU and GPU usage


The amount of threads that have gone into tens of pages only to end with the discovery it was a program that was never mentioned in the thread prior to that point is genuinely depressing (wallpaper engine, scheduled backups, RGB software bundled with mobo software, etc etc)
 
Let me tackle the easiest one first nothing like changing wallpapers in use.
g sync not in use (nvidia control panel refuses the give option to turn it on)
after last gpu driver update the gpu usage in task manager is all over the place and completely different usage shown in msi afterburner and hwmonitor. mainly desktop window manager having massive use spikes.

could you provide screenshot on what kind of data/view you need the screenshot from in HWinfo since im not familiar with it.

ill work on the screenshot from hwinfo and task manger when i play something nextime

if i have misunderstood something it is likely due translation error on my part
 
GPU usage in task manager is a bug with the new nvidia drivers on windows 11, there is a hotfix to help there

This also helps with bugs in specific games like the new CoD

Translation errors suck for everyone - I help a lot of people asking the same questions, and they always make the same mistakes of not listing everything (software and hardware, especially anything they customized themselves)

Update to the new nvidia hot fix driver anyway and see if it helps
 
could you possible share screenshot regarding what info you need from the hwinfo so i can make sure i get it all on one go
Heres what mine looks like - dark mode and coloured highlights not neccesary, its just how i set mine up

You can see that in 2 hours of being running, i peaked at 79.3C on the CPU (but none of the other sensors went that high), CPU maxed at 52W (71W with SoC) and GPU hit 51C

Actually looking at this my temps are 5-10C higher than they normally are, so i need to blow some dust out of my filters it would seem

Core clock 4.46GHz
Effective clock 672Mhz (at 47W/12% usage)
16% GPU usage but PCI-E is at 2.5GT not the full 16 (1.1 vs 3.0 implies its at the windows desktop idling)
I'd normally say thats your VRMs overheating but you do have a VRM reading for the mobo, and its running cold too


This screenshot was taken while a game was active yes? If it was taken at the desktop with the game quit, its not so helpful

this was taken with with benchmark active ill send one with game active as well if needed, but both benchmark and games have same stutter
