Last time I checked, Enderal requires that you already have a legit copy of Skyrim in your library (e.g. on Steam, have never used GOG), because it's a Skyrim total conversion mod. Have they relaxed this restriction now?

Nope, not relaxed. It requires Skyrim SE on GOG as well.
