Free, Good Video Upscaler?

Does anyone know if there are maybe any good video upscalers out there you can get for free? I've seen a few, but I can't find any info on them, such as if they are good or safe, so if anyone has any suggestions it would be appreciated.

Whatever your reason might be for wanting to do this, you wont get any better quality that you would by simply letting the device/display do the upscaling itself.

Not sure what you mean? Any media player I've ever used already resized video on it's own. Unless you want to transcode and change the actual resolution?

These are two completely different things? I don't think DLSS applies to media, just games.

MadVR super-XBR 75-100(2x-4x) in luma and bilateral soft-superresolution1 in chroma works true to form, imo. You don't need fancy equipment to run these settings also which is handy. I haven't found anthing nice for old records with luma noise, though.

Rendering/Chroma, Luma. You set it in K-Lite MadVR Configuration Utility.

I cannot claim it is all the better. Some recent version delisted some least of all used settings, like user downscaling preference(made it auto-conditional 'if needed').
