G-sync causes fps drops and low GPU usage

Hi. I have GTX 1060 3GB. I've got a new Freesync monitor but I noticed when I enable it, FPS and GPU usage keep dropping.

I play a game, I get 60fps, 99% GPU usage. Then suddenly I get 43fps and 68% GPU usage.

In some games it drops briefly and goes back to normal, resulting in a short stutter. In other games the GPU usage stays low for minutes at a time, resulting in a prolonged stuttery mess.

What could be causing this? Also, is it possible that the monitor is at fault? This is my first Freesync monitor so I have nothing to compare it to.

This only happens when Gsync/Freesync is enabled.

Gsync isn't compatible with all freesync monitors, only a select few I believe.
