You could still try another one by just unplugging everything from the one in the case, set the other one on top of the open case and feed the connectors into it. You don't need to actually mount the psu in the case to test it. It really does sound like a weak psu, too bad it's ibm, it'll cost a fortune to get a new, more powerful psu for it...
