Gigabyte 1070 Xtreme Gaming thermal throttling

I bought a 1070 Xtreme gaming (this one) and while it runs just fine I have noticed an odd issue and I dont know if it's common to Pascal cards (Boost 3.0 is just stupid?) or an issue with the card.

With factory overclock the boost clock goes up to 2076mhz, as soon as the temps hit 60-61c , it throttles back to 2063 and then 2050 and stays there. If I crank up the fans to a noisy 70%, the temps stay under 60c and the clock stays at 2076mhz. 60C is way to low for any throttling to occur especially when the temp limit is at 83C and I dont know why its doing that.

It's normal for Pascal cards to downclock a bit on the core clock during load, my card does this as well.

But why at 60c? As long as I keep it below 60 it does not downclock. It's almost as if 60c is the limit and not 83 as it supposed to be by default.

You're talking 20mhz man that's not going to make any bit of difference to your fps whatsoever, it's likely just trying to keep it as best it can to 60c and the fact it's only "throttling" 20mhz says your card does a good job of running at nearly full boost while staying at a very good temp. Nothing to worry about imo, have you got an fps cap on /vsync?

The point is I am trying to figure out why 60c is the limit at which the card starts throttling. 60c is nowhere near dangerous temperature. At 60 it shouldn't do any kind of throttling.

If you open GPU-Z you'll see you get VRel when your GPU is clocking down.
