Gigabyte GA-Z77X-UD3H will not shutdown

I've been trying to assist my father-in-law with an issue that has plagued the above motherboard since day one and I have exhausted everything I know to try.

The issue began with Windows 7. When my father-in-law would put his machine to sleep it would never stay sleeping. After 2-4 seconds of being in sleep mode the machine would wake back up again. He lived with this issue for about 3 years.

Then after upgrading to Windows 10 his machine would not longer stay shut down. He would attempt to shut his machine down and after 2-4 seconds of being shut down the machine would turn itself back on and load Windows.

Does anyone have any advice on what I can do? I've messed around in the BIOS for hours changing different settings but nothing has worked so far.

disable intel smart connect/intel rapid start in the bios
and make sure wake on lan is off
also disable hybrid shutdown and fast boot
