GPU at 30% TDP but PWR PerfCap

So I heard back from EVGA, they want a 3D mark FireStrike run file, so I ran a few. I noticed something during the run. The GPU clock sits at 210 MHz the whole time. And suddenly it hops up, and of course the frame rate hops up too. At that exact moment the fans come on and the GPU Chip Power Draw goes up (From what looks like 0).

I also swapped in my old GTX 780, just to compare. Its scores were higher than the RTX 3090.... It was able to draw substantially more power.

Any thoughts?

So doing a bit of math. (Please correct me if I’m wrong). Using PSU calculators to figure this out: The rest of the system, non oc’d, only draws ~277 Watts. And if the GPU will pull 450…. an 850 W should cut it. At least to allow the GPU to stretch its legs a bit.
a 3090 at 400W has transients into the 1000 Watts alone.
as long as you don't have massive stability problems it's not an issue.

in your Case it looks more like a Hardware issue.
the card is stuck in 2D Mode. that can happen with shorted shunt resistors or VRM issues.

Appreciate the insight. I went ahead and installed a 1600 Watt PCU (Yes, a bit overkill).

But there is no change in performance at all...

The power seems to be there, the GPU is just not utilizing it.
