Hi everyone.

i recently ordered new PC, it was delivered yesterday. But here is the problem. GPU doesnt work. Fans are spinning, RGB is working, although when i plug hdmi into GPU the screen is black. GPU is listed in device manager, but there is warning sign that its not working properly.
Things i already did:
1. Ensured that GPU is pluged properly
2. Downloaded drivers
btw the GPU is asrock rx 6950 xt and cpu Ryzen 5 7600x (if it does matter)

Any tips what to do? Because i am about to turn it back to the store cuz i am lack of ideas

Just return it for repair or replacement. It's not your responsibility to try to fix it.

Its under their warranty, dont screw with it

Okay, so here is the second question. The PC was built on demand. And in Poland we have that stupid law when shop is building something on demand you cannot return it.

in this case it means i can give back specific part of the PC but not whole PC. If i want to return whole i have to unplug every single part of it, pack to the box and then bring it back and i want to avoid this.
So i want to check if its not for example broken motherboard port. I have old GTX980. Can i plug it to the Gigabyte B650?

So are you installing drivers by pluggin into the motherboard? (Just curious). You've probably already done it, but reseat it, and make sure its the top slot. Make sure all the power cables are plugged in all the way. If you have another pc avaliable you could try plugging it in and seeing if it works in a different board, or vice versa, start narrowing down the problem. You also could try reinstalling windows sometimes that fixes weird problems. But most likely you're going to have to contact the store to get an exchange or something.

What model is your PSU and the Asrock 6950XT?
Did the latest driver install properly?
Are you using a quality brand-name HDMI cable? Have you tried other display outputs?

Asrock rx 6950xt Phantom Gaming OC and PSU is endorfy Vero L5 Bronze 700 W.
I ve tried other two hdmi cables, i didnt try other display outputs since i dont have DisplayPort cable.
I think the last drivers installed properly.
When i pluged in 980 it works normally.

I installed drivers by downloading them. I am not able to plug new card to old PC since old PSU in old PC is from ,,blacklist” (young mistakes, dont want to risk it).

Its good to mention that i had SSD failure. It was not working and after troubleshooting about 2 hours its started working i dont know if some files were corrupted

I hate to say it but that PSU is not a good match for yor 6950xt. I would demand they replace it with a quality 850w unit from a reputable company. If they won't replace it, do yourself a huge favor and buy one yourself. That endorfy unit won't hold up long term.

Maybe the motherboard is posting to the motherboard HDMI and not the card ?, if so you should be able to change this in the bios.

And that PSU has a good chance having shutdown issue's when under load.

The psu could work well with an appropriate undervolt but it is cutting it pretty close.

If your old GTX980 outputs signal without a problem in the new PC, then it's probably the PSU. That 700 W unit is underspecced for your current config.

The 6950XT can momentarily consume about 550 W and your Ryzen 7600X uses roughly 100 W under load. Your other components may typically use about 50 W combined (unless you're on custom LC and/or have lots of HDDs) -- and we're already at 700 W power usage.

This is a worst case scenario, but honestly I wouldn't rely on a Bronze Endorfy unit to power a demanding card like a 6950XT. I'd recommend an 850 W Gold rated PSU from a more established manufacturer at minimum.

Also, what monitor do you use? You'll need a quality HDMI 2.0+ or DisplayPort 1.2+ cable for 1440p @ 144 Hz and above.

+1 on checking the inputs.

Check the settings with the OSD on the monitor itself, there's a chance it's set to a specific input type and you just need to change it.
Had this happen when I went from HDMI to DP on my current monitor.

That could be the reason. But everything is working on the gtx980 with the same monitor. Also tried other monitor. Plus there as i said there is warning sign in device manager and amd app does not see this card.

I honestly dont think this card is able to consume 550 W. As i know max is about 350 W.

The Phantom Gaming wasn't reviewed here, but the Gaming OC has the same clocks:

Where we take power requirements seriously

If you're using the same type of input with the 980 as the 6950 then yea it shouldn't' matter (only if you were switching).
Figured worth a mention just in case before you need to get the card replaced.

Well i respect your knowledge, but there is a lot more sources that says 700 W is more than enough plus my hardware friends that i will stay with my endorfy for now, Maybe i will change it later if needed.

Yeah i see. Thanks a lot for help anyway, really aprecciate that bro.

The low wattage (700), which is questionable in and of itself, it's likely much lower in truth. Combined with the subpar quality of the almost certain ancient design of the unit is our point. Then of course there's the long running problem with AMDs 6000 series and Nvidias 3000 series cards called transient spikes. Which can cause the OCP to shut even high quality units off.
And lets not forget how low quality PSUs can and will damage your components due to ripple.
We can spend all day explaining to you why running cheap, shitty power supplies is a terrible idea but hey, your bud knows what's best for your spiffy new rig.
Best of luck with the GPU replacement. May your can o worms be a small one.

That power supply is way under spec for that Asrock card. Asrock recommends 900 Watts minim for the card to work, and it also requires all 3 PCIe power connections.

You need a bigger supply or you're going to pop something.

Eh just let him do it, he aint paying attention to reason because his so called friends know more than we do.

Yet he is here...

I say let his friends help him fix it.

Contact whoever sold you this pre-built, send it back to them and have them return you a PC with a working video card installed.
