GPU Fan 0 RPM detected but it is running at MAX Speed even on idle

Hello,

I just bought a second hand graphic card SAPPHIRE PULSE RX 5700 XT. It seems to be running fine, just the FAN is not detected but it is running at MAX as soon as I turn it on. I went to check and saw that a Transistor is missing Q211. But the seller soldered resistors on R213 which is normally empty on normal card.
So on this one, Q211 is empty and R213 has something.

Can anyone help me on find the reference of the missing Transistors?

Possibly stupid question, but have you checked the fan cables and contacts? If rpm is not properly detected, what happens is that the system keeps telling it: spin faster. That would keep it spinning at max rpm.
