But OP done that, said in 1st post.

And it doesn't matter if you keep installing the same apps that could do that by slipping some weirdo service/process.
Tending to believe that its some bloatware, maybe.

GPU on different PC might help pin it down, or different GPU on same PC.

I tested on another PC and the idle seems normal, the crazy thing is that has the same performance so maybe is random bug on the other pc. Use the same power usage and temps too so there's nothing to worry about it. Thank you for all they can delete the post.
