[GPU-Z Test Build] Fixes default clock detection on ATI

This build includes a possible fix for the incorrect default clocks on some ATI cards.

I observed this on a HIS HD 5850 and it's fixed with this build. Feedback please.

ATI users with "good" default clocks with current 0.4.2 release are also welcome to try if this build introduces any problems.

HD5870 Ok. HD3300 Bad.

The HD3300 looks funny but the HD5870 is okay...
The HD3300 sometimes display all zeros.
