Graphics card for 1440p - Ray tracing - DLSS - Cyberpunk 2077

So I'm building a new rig, and I'm getting frustrated trying to figure out what card to get for 1440p. At first I was thinking the 5700 XT, but then I think about ray tracing and DLSS, and games like cyberpunk 2077. Should I spend a little more and get a RTX 2070. That being said though, in games like RDR2 the 5700 XT does better. Also I'm thinking about building this rig within the next 2 weeks, but I know that the new Nvidia cards are rumoured to be released at the end of August. Do I wait? Just wondering what people's thoughts were for on this.

Of course wait. Doesnt make sense to buy any GPU now unless they are massively discounted. Ampere launch date sometime in Sept but I doubt any stocks will be available until few weeks later.

By the time Cyberpunk comes out 2070 will be 1.5 gen behind.

At this point they can't really delay it much longer, release this year is almost guaranteed. Besides, the latest delay is suspected to be mostly about trying to coincide with the launch of new consoles.
