GT 1030 with a motherboard from 2005 ?????

The Core 2 Duo will limit it's performace, but it should work like a charm.
It will not since it's an high-end C2D E7600. GTX 1050 would be another story.

I would recommend upgrading from 3 GB to 4 GB RAM (2x2 GB) and buying a used R7 360. Today 4 GB RAM is the bare minimum for a PC/laptop, especially if you plan to play some games. E7600 with R7 360 and 4 GB RAM can run Crysis 2 and Far Cry 3 on medium settings at 1280x720. You'll get around 30-40 FPS.

well my pc has 4gb installed but i dont know why there is 1 gb reserved for bios
 
32bit OS, would also recommend a cheap GPU from last gen not something as old as the 650ti.
well, the bios(not windows)recognizes only 3 gb ram out of 4 gb so if i download 64 bit os its going to be useless.
about the gpu i think i am fine with the 650 ti , it has a very similar performance to the gt 1030.

How is that possible? What does it say in BIOS about RAM capacity? It should be recognized as 4096 MB.

I had a similar problem with my laptop when I installed 8 GB or RAM. BIOS displayed it correctly, but the system displayed it as 8,00 GB (2,9 something available). Technically, 5 GB were "missing". So I went to msconfig and in boot options under the advanced tab unchecked number of processors and maximum memory and then restarted PC. After that I got full 8 GB (8156 MB total because 36 MB are hardware reserved).

i dont know , its recognized in bios 3063 mb i've tried litterly everything but nothing works.
 
First make sure that you have unchecked these two (CPU & RAM):

Then restart the system. What does it say in Task manager in Performance tab under physical memory/total? If it still says 3063 MB, than the problem is either MOBO or GPU. If it says 4000-something MB, the problem is solved.

If the problem still persists, than it seems that GPU is using RAM memory instead of its own. In BIOS, try disabling something like "shared video memory" or limiting it to 1 MB. Also select your actual GPU as primary video/graphics card. See if that helps.
 
Are you using onboard Graphics?
Looks like you have 512mb for the onboard Graphics
 
The Core 2 Duos were fine for the 8800s, the 650 or 1030 are 3 time that.
Any dual core now will bottleneck performance.
Can you upload a BIOS photo of the info tab and the memory tab?
 
@Komshija 945GC chipset doesn't support memory remap feature (using 3,5GB+ RAM space for reserved hardware memory and some other stuff, only high end 955X chipset has it from that period).
Because of that, maximum ammount of memory available to OS is limited to what BIOS sees (when 4GB in total are installed).
If BIOS says it's 3200MB (for example), you will see max. of 3199MB available in Windows (regardless of how many "bits" OS has).
It's a chipset hardware limitation, and it cannot be bypassed with software/BIOS patch.

Such is the nature of a beast known as "pre-2006 chipset/CPU compatibility limitations".

dude, i lost hope trying to solve this problem its from the bios there is 1 gb reserved for the FUCKING mobo.
the really weird thing is when i install only 3gb the bios recognizes them all (not 2gb) and when i install 2gb the bios recognizes 2 gb not 1 gb, the 1gb gets reserved only when i install 4gb.DAMN IT
