Hello and Good afternoon Techpowerup Guys, I got this problem and I hope you can help me with this.
One day i started PC and my GTX 660 Twin Froze III 2GB started to Spin both fans at 100% , when the temp is idle and the fans are working at 30% i am getting 4100-4200 RPM , Tried to flash the bios which i found on this website did not help, opened it up changed the thermal paste, also i thought it could be because of the Wire re attached it , cleaned the GPU properly but nothing helped it , below i have attached the GPU-Z and you can see the temp etc and RPM, any other solutions?

P.S also i have changed the fans, on GPU , nothing has changed

and also tried on different system ( on my friends PC ) still same

The most likely problem is a thermal sensor went bad and is telling the fan regulator to set max RPM's. Equally likely, the fan regulator itself might be bad. Best solution is to mod the card with a pair of quiet fans that run off the system power supply. Did this to an old GTX 260 that started doing the same thing yours is. Used a pair of 90mm low profile fans. They made noise on a constant basis, but not nearly as much as the stock fans and they actually kept the card cooler even under load.

Got a model number or pictures for your card?

With that card taking off the shroud & fans and mounting a pair of 90 or 100mm fans will be easy. You can use normal profile fans if you have the room, but low profiles will work best of space is an issue.

Attaching a pair of them is as simple as zip-ties, or you can screw/glue them on.
There's also these which are more quiet, but need extra room next to the card and are a bit more expensive;

if you create a custom profile with EVGA Precision X or Msi afterburner the video card's fans still spin like bastards?

Easily. I started doing that back in the 90's for my first VooDoo card that got really hot. A fan is a fan. You can mount them anywhere so long as you have room for them and can mount them securely. 80mm fans tend to be really noisy. 100mm's push more air at a lower noise threshold.
If money is not a problem you could always replace that heatsink completely and good with an aftermarket kit.

I love these, they cool like nothing else, allow for great OC's and are very quiet. They do need space next to the card though. NOTE; these newest kits come with a back plane which are not required.

Whether you should still invest in new fans/adjustments for this card is questionable. Performance really is bottom barrel these days

That's an opinion and isn't really what he was asking for help with. Because of current GPU prices a lot of people are sticking with older cards and making them work. That seems to be the effort here.

Did you replace the thermal paste on the gpu? MSI Twin Frozr cards are notorious for TIM failure, especially if you take the card out and work on it.. This will cause the gpu to run hot and run the fans to 100% like you're describing.

This happened with both of the MSI cards I've owned and have seen a few threads here discussing the same problem

Yeah they'll work. Do they both fit? If so, bang on! Take a picture of the card with the fans mounted and attach it here so we can see what you worked out.
