EDIT-I FIXED IT..LENOVO ADVANTAGE WAS STUCK AND WASN"T UPDATING THE VALUES
I'm shutting down Throttle Stop, deleting the ini and then restarting(not shutting down).
When I rerun Throttle Stop I get the warning popup and everything seems to reset expect PL1, PL2, and Prochot values. They stay the same values that I changed them to when I previously ran Throttle Stop.
