It all depends on the rest of the system, especially the power supply. What power supply do you have and what specific cards are you looking at, as in what manufacturers? The 7850 is stronger but also requires more power.

The GTX 750 is two Years newer and probably does not require external power. And yes depends on the PSU

You can, but a 1GB card isn't going to allow you to play recent titles - at least, not comfortably in any shape or form. Be aware of that.

I will buy GTX 750 but benchmarks showed HD 7850 is more powerfull than GTX 750. I think AMD probably downgrade HD 7850 because card realesed 2012.

I didn't test so I can't say but I don't think the 7850 is downgraded in any way, actually the 7000 series holds up relatively well even today. But as @Vayra86 already pointed out both of those cards will be limited in new games due to the 1GB of video memory.
And that power supply, if related to the 400W version in any way, is terrible so you'd probably be better off with the GTX 750 anyway.

The 7850 doesn't use much power and packs more punch than the GTX750, so I'd go with that.

Wait, doesn't the HD7850 come with 2GB VRAM? I have the HD7970, and it hold up pretty well even in modern games @1080P. The GTX750 comes with just 1GB VRAM if I ain't mistaken, so the choice between them is quite obvious....

Ah, I'd not come across a single 1GB version of the HD7850 back when it was released, and was the go to card for many gamers. Didn't know about 1GB version till now....

of course The 7850 , try to get a 2GB 750 TI instead of both , or maybe a 2GB 650 TI Boost

or a 1030.
the bottom line is if u want to buy a 750 or a 7850 go for the 7850 , but its better to get a GPU with 2GB VRAM

https://www.guru3d.com/articles_pages/msi_geforce_gtx_750_and_750_ti_gaming_review,5.html

GeForce GTX 750 - On your average system the [76 watt] card requires you to have a 450 Watt power supply unit.
https://www.guru3d.com/articles_pages/amd_radeon_hd_7850_and_7870_review,7.html

Radeon HD 7850 - On your average system the [106 watt] card requires you to have a 500 Watt power supply unit and 650 Watt if you go with two cards in Crossfire mode.

I have budget up to 75$.
US Dollars ?

***If So, why are we talking 700 series 1 Gb cards with a $75 used card budget ?***

For $75.... How about a 2 GB 950 for $60

https://www.ebay.com/itm/MSI-NVIDIA...435006?hash=item1cbbe50dfe:g:FhEAAOSwOuBbunwb

https://www.ebay.com/itm/ASUS-Nvidi...477712&hash=item41efe590e8:g:rk8AAOSw1tNbpFkD

960s are even less

https://www.ebay.com/sch/i.html?_nkw=960+gtx

even 970 is even doable < $80 and with your PSU. Id grab the $74 MSI Gaming X 4 GB in a heartbeat.

https://www.ebay.com/sch/i.html?_nkw=gtx+970

950 needs 350W w/ 1 x 6 pins (AIB may need more pins)
960 needs 400W w/ 1 x 6 pins (AIB may need more pins)
970 needs 500W w/ 2 x 6 pins (AIB may need more pins)

In my country expensive prices for GPU's, GTX 970=150$, GTX 950=90$, HD7850=40$, GTX 670=760=950 prices, R9 290=130$
AMD is less prices than NVİDİA. HD 7870=60$, R9 280=90$, R9 380=100$

Since we don't know where you're from we have to guess. As it's already been posted, both of those cards should work on your system, HD7850 is stronger but uses more power, GTX750 is slower but uses less power. Since that power supply is not very good I'd use the GTX750 but the HD7850 should work fine as well.
If you can order from Aliexpress you can get a GTX 750 Ti for $60 link: GTX 750 Ti

That's the Asus FML edition ( which im using right now ) .

https://www.asus.com.cn/Graphics-Cards/GTX750TIFMLOC2GD5/

IDK what's wrong with people when they hear the word "ALI EXPRESS" ho ho ho , c'mon people , i know that there is too many fake cards , but when this card is fake , it's clear like the sun .

cards in Ali express with a weird design ( like this 750 TI ) are cards included for the chinese market.
