Help!When I play game for a while the CPU frequency drop from 4GHz to 2GHz

Hi there!
My CPU is i5-9300H CPU 2.40GHz and GPU is 1660ti. When I play game for a while the CPU frequency drop from 4GHz to 2GHz. But the most strange thing is when it drop to 2GHz u can unplug the power adapter and re-plug it, the CPU can go back to 4GHz. Then it drop again and repeat this cycle.

Try checking the MMIO Lock box in the TPL window.

Your computer seems to randomly set an 11.2W power limit. I am not sure why. This obviously kills performance when this happens. Unplugging and plugging in your laptop resets this power limit.

An embedded controller (EC) can send power limit values to your computer. The EC limit can override the MSR and MMIO power limits that ThrottleStop lets you access. If checking the MMIO Lock box does not fix this problem then I am not sure what you can do. You have a defective laptop.
 
I upgrade EC and BIOS from brands to third party public models version,my laptop is Hasee, not sure u know about it or not, it use the Clevo models.Back in the day, I want my laptop increase the performance, so I upgrade the EC and BIOS. And then I have this problem, it's been bothering me for almost a year,I had tried eveything to fix this but fail. I think it is EC causing this problem, I can find Hasee version BIOS but not EC, so now I am using Clevo EC and Hasee BIOS.
 
If you have the Intel Dynamic Tuning driver on your computer, try removing it and block Windows from reinstalling this driver. Search Google for more info about this problem.
 
Thanks bro ! I figured it out already. Because I upgrade EC and BIOS, the laptop have unlocked the power limit, which is 150W. When CPU and GPU running in full power, it will over 150W, but the power adapter cannot afford it. Now I buy a new one, and it can afford 230W, and the problem has been solved perfectly.
