I would check if changing outputs on GPU (from DP to HDMI or DVI for example), for black screen effected monitor helps.
Also, what happens when you disconnect monitor (by pulling HDMI/DP cable), when it's displaying black screen ?
I'm so glad you mentioned this

I'm not sure if anyone watched the videos I posted yesterday, but you can see the second monitor working fine but not the first.

Today I decided to do it again and this time when it went black I waited than I disconnected the Main monitor and reconnected and bam it came back in. Which is so odd.

Oh is it the Fraps overlay in the upper right corner in the 2nd video ?
Did you try to quit those games without having anything like discord, fraps, any third party software ?

That’s not fraps. It’s a built in FPS overlay of the monitor.

I do know that some games have issues with third party programs such as FRAPS or even Rivaturner (that folks might run with MSI Afterburner) when they're in use. It's not out of the realm that a third party program could be conflicting with the game when you exit it.

However, based your entries of:
Today I decided to do it again and this time when it went black I waited than I disconnected the Main monitor and reconnected and bam it came back in. Which is so odd.
I did notice a messag pop up when loading the Finals saying the driver installed wasn't recommended and a later one was suggested but it wasn't compatible with the 290

Leads me to believe it's simply a driver issue with the game. It sounds like the older driver you use just isn't the best match with the game(s) that give you this problem.

Yea but I'm not using FRAPs or RivaTurner

That's what I'm leaning toward as well. As i replicated this issue several times and simply unplugging the monitor and replugging it in gets my picture back.

Sadly means I need a new GPU  as there isn't any driver support anymore

May be a TV/monitor firmware fault. I have an LG 29" ultrawide with the same issue. Even though I haven't used it for a long time now.

But it hasn’t done it with any other GPU. Only this one

Try the drivers from here: https://www.amernimezone.com/

They've modified Adrenalin 23.11.1 for GCN cards, worked well with my HD 7950 when I tested it.

23.11.1 is already a very obsolete driver. It's just not sustainable anymore. The honest truth is that anyone who wishes to keep playing new game releases will need reasonable driver support, once that's pulled, your card will even work... but nothing can be assured when it comes to newer software.

The few pre-RDNA cards AMD still offers any updates for (Polaris and Vega) are on life support. Even the 24.x.x drivers for them are a separate package because they are built on the 23.19 internal branch, and they're several releases out of date compared to the 24.10 mainline driver for RX 5000 series cards and newer.

It`s not necessary to reinforce how much of a bad idea it is to rely on those modified drivers, much less consider them a cure-all for the problem, which is that AMD abandoned this hardware. Turns out the people who bought GTX 900 series cards got the last laugh after all.

Yes, that's why I said to "Try" the driver, it's just a suggestion to help make the most of what they have. Of course it's not going to magically make it something other than an R9 290 but it might help with some software compatibility.

This was a long known issue on R9 and R7 AMD cards, both the 200 and 300 generations. Even though the 290 was not a rebranded GPU, its was a persistent issue that AMD never fully fixed nor acknowledged. There's no driver guaranteed to not have issues, and repeatedly unplugging the monitor or restarting the PC is the only true fix. Been awhile since I've seen someone have the issue, but sadly the only true fix is a different GPU.

Ok so it seems I resolved the issue myself; the update didn't do it. So I was able to replicate several times. If I set the resolution to the default of 3440x1440 @100Hz (monitor does 165Hz but GPU limited to 100Hz) and close a game it black screens until I unplug it. But if I drop the resolution to 2560 @144Hz it doesn't do it at all and I can set a higher refresh rate.

Why would I do that

The issue happens only on this GPU. Borrowing other GPUs none had this issue. So I think its only this Generation has it.

Since I understood you aren't in a position to upgrade the GPU.

Also I the image quality would be better on native 2560x1440 when you got your resolution set on that....

Sounds like possibly still an extremely buggy monitor firmware!

OTOH, the having to drop to 100 Hz, is like when I want to do 10-bit on the Alienware AW3423DWF. I can only do 8-bit mode at 165 Hz.

Sounds like possibly still an extremely buggy monitor firmware!

OTOH, the having to drop to 100 Hz, is like when I want to do 10-bit on the Alienware AW3423DWF. I can only do 8-bit mode at 165 Hz.

Or you're just asking too much from this poorly supported, old as dirt GPU... it's been 11 years, if lowering the refresh rate is all you need to do to get such a modern high resolution and high refresh panel working with stability I'd argue you should be thankful about it...

Not lowering the refresh rate but lowering the resolution

It’s definitely not a monitor issue as I borrowed some friends GPUs and none of the had this issue. Which consisted of a 7900XT, 3070Ti, and 1070Ti

Not lowering the refresh rate but lowering the resolution

I see, but both resolution and refresh rate utilize bandwidth, lowering the bandwidth into what's explicitly supported by earlier versions of DisplayPort may be of help when dealing with these older Radeon cards.

It might just do full resolution at 60 Hz just fine, but that's boring

I also have an R9 290 on an old system, and I have no problems with it even with many modern games, except that it doesn't work with most new FPS-type and DirectX 12 games. If my memory serves me right, I have had this same or similar issue in the past, and one of the below two things helped me solve it.

OP, did you actually try disabling the ULPS in the registry as was recommended above? Also, completely remove the old drivers using DDU in safe mode, and then reinstall the stock AMD recommended (old) driver from TPU? Iirc, you have to re-disable the ULPS setting after changing drivers.

First try both the above options. Only if it still does not work as expected, then consider changing the refresh rate or resolution.
