That Pentium E2160 build is excellent. Why consider an AMD?

Otherwise, I would go for an E2xx-based build. Cheap and fast.

Anyway, whatever sound card you select, you want to make sure it has high quality inputs. If he has digital monitors, optical outs are a must as well. If he doesn't have digital monitors, high quality analog outs are a must.

It even comes with a bunch of DSP plug-ins that are compatible with Cubase (actually, it even comes with the light version of Cubase)

And I suggest 2GB of ram. The more complex your mix gets with filters and plug-ins and multiple tracks, the more ram it consumes. On some of the Industrial/Rock stuff I've been mixing lately, I've seen up to 1.5GB of usage on OS X on my buddies MacPro, using Logic and Reason. Granted, the stuff we've been mixing is much more complex than a standard rock track, but it's still good to know the headroom is there.

You should of seen the machine he brought in that he was running it on. A 1.4 P4 with 128 megs of ram. Cubase took 20 mins to load LOL. No sound card only the onboard.

He said the one at the studio was much better and this is his home machine. He said it worked it was just slow slow.

I like that last build it has everything besides a good video card. But it does have DVi which is a big plus for me. I've heard good things about those sound cards, and the one that you are saying Wile puts the build over the estimated price of the whole thing.
