hard to answer the question w/o knowing ....
1. What is your monitor resolution ?
2. Does your monitor have G-Sync or Freesync capability ?
3. What is the refresh rate and is it on this list ?
4. Will you be overclocking the GFX card ?

- An RX 580 will come in at or about $20 below your budget limit. The better performers are still running about $250 - $280.
- A GTX 1060 6GB draws less power, runs cooler and is quieter than the 560. They are running about $200 - $220 with the better performers as above but supply is getting scarce
- The 1660 6GB uses a hair more power than the 1060 and significantly less than the 58. Temps and noise are significantly lower. Most are running about $219 so if you take this route, you'll need to throw an extra $20 at it.
Looking at performance, we see that the AIB 1660 is about 22% (100/82) faster than the reference 580. TPU was able to overclock it another 14.8% so overclocked it is 40% faster (100 x 1.148 / 82) than the reference 580.

From the above we see that the MSI Mech 580 (highest OC TPU obtained among their 580 reviews.overclocks 12.7% (66.7 / 59.2). So using the Refernce 580 as a baseline
AIB 1660 is 40.0 % faster than reference 580
AIB 580 is 12.7 % faster than reference 580
The relative performance gain is therefore 24% and to get that you need to invest 10% more money. Recommendation, w/o knowing anything about your monitor, therefore are:
A. If you can manage the extra $20, the 1660 is an easy choice regardless of whether you overclock. The performance gained far exceeds the increase in cost and it's lower power, lower noise and lower temps than the 580 alternative.
B. If the $200 is a hard limit and you will be overclocking, the extra headroom available on 1060 6GB will be well worth it. Again, lower power, lower noise, lower temps.
C. If not overclocking it's a tossup. The RX 580 has a 1% overall performance advantage in TPUs test suite. Which to choose would depend upon the particular card you find at what price and what features matter to you more... the 1% performance advantage or the lower noise / power / temp.
Things not considered due to lack of info ....
a) You have a particular fondness for either the red team or green team.
b) You have a G-Sync or Freesyn monitor in which case you'd want to match card with monitor.
