Help me flash my Sapphire Vega 56 Pulse for more performance? Both stock BIOSes look and feel the same.

So I am trying to flash a Vega 56 to Vega 64 and I get the System ID mismatch error with BIOSes from this link. I've read that I shouldn't try that and maybe I should get an edited Vega 56 BIOS?

The problem is that my card can't stay at the clock I've specified in Afterburner even at 60C and below power limit. I've set the core to 1620MHz but it stays around 1570MHz. It says default is 1590MHz.
The memory sits at 900MHz exactly what I've set it to, up from default of 800MHz. And in older games like World of Warcraft, clock sits at ~200MHz and gives me only 90FPS. Would a BIOS flash be able to force it to operate at higher clocks even under lower loads?

Memory - Samsung
Left Bios - P/N 113-376XL-U44, https://www.techpowerup.com/vgabios/202082/202082
Right Bios - P/N 113-376XL-UO2, https://www.techpowerup.com/vgabios/201600/sapphire-rxvega56-8192-180315

Also, I am not sure if this is related, but the card won't boost up to the max clock in older games like World of Warcraft. It just sits at 200MHz and ~90FPS ingame. But I want 200FPS (High refresh rate monitor).

Note: Images below are taken while the BIOS switch is set to the right.

You cant edit Vega BIOSes because its locked, you'll get black screen after reboot when you mod the BIOS if Im not mistaken. You can only flash 56 with 64 of the same card. Yours have Samsung HBM so you should be able to flash to 64 BIOS but the major benefits for it if you want to clock the HBM clock to over 1GHz because it raises the HBM voltage.

Vega has it quirks on older games that it wont reach boost clock for some reason even if it doesnt reach power or temperature limit. I think you can manually force the minimum and maximum clock in Wattman now so it will stay at that clock even in desktop. Try to right click on which pstates you wanted to be minimum and maximum clock and try to play the game again.

Why we should help to fuck up your GPU for no benefit at all, and for god sake fill out computer specs i am tired of new members not doing it, it should be forced to do it when you register.

In that case, can you suggest a BIOS I should use from this link? If I am understanding correctly, I should just use the -f flag to force it then and follow this guide on this forum?
The thing is, I am not using Wattman at the moment because it interferes with Afterburner which I am using for the better fan controls. Wattman's fan controls are awful. But I may try it since I do want more FPS.

Yes you can just use the -f switch to force flash. None of the VBIOS is for your Pulse card so I won't risk it. But since yours have VBIOS switches perhaps you can flash the Nitro VBIOS.

Why don't you try forcing it to higher clock like I suggested? Look at the picture below, just right click on which pstates you want it to be minimum and maximum. Fan curve is more like fan ladder step in Wattman but its the tradeoff worth doing if you wanted maximum performance.

Tweak your card using AMD Wattman or WattTool. A bad BIOS flash can make you card a expensive paperwaight.

Okay, I will give this a go. My only concern with Wattman is that its fan control is terrible. If I want my fans to be able to turn off at idle, I think it will cap my fan speed at something like 50%. I remember not being able to increase the fan speed beyond 50% when the "Quiet mode" or "Zero fan mode" or whatever it's called is enabled. If I wanted to go above 50%, I had to disable quiet mode which meant I couldn't reduce my fan speed below 20 or 30% (Can't remember which) which is obviously awful. So if I do this, I will have to cap my fan speed at 50% I think, not great for overclocking but we'll see.
