Hello friends! I want to buy the ASUS RADEON RX 7700 XT DUAL OC, 12GB. However, I have the MSI MAG A650BN 650 WATT and I wanted to know if this power supply can meet the needs of this new video card or should I buy another one. Can you help me with this?

It'll be fine.
 
If you want long term, Corsair's RM/RMx/HX is very solid and not very pricey. While it's not required for your current build it all depends on your future endeavors.
 
The 7700XT Dual OC is a 245W rated card and should be perfectly okay powered by anything as low as 550W.
At 650W you're good, even with some overclocking.
My last power supply is an ancient 750W and handles a 7900XT but this whole desktop is arranged to sip power.
You're probably fine like this.
 
u gota look at the total amps for 12 v rail overkill here is best
