Help with get stable clock in i3-4150 on Dell Optiplex 7020SFF

Hey, Im new here so I wanted to know what are a good values in ThrottleStop for get an stable CPU Clocck meanwhile im gaming, I saw a few things in YT about TPL but I dont if that values are good for my CPU specifily
 
Post some ThrottleStop screenshots so I can see your settings and turn on the ThrottleStop Log File so I can see how your computer is performing. Lots of Dell computers from this era have a variety of throttling issues. I cannot recommend anything until I see how your computer is running. Attach screenshots and a log file to your next post if you want help.

Your Turbo Power Limits screenshot shows that your BIOS has locked down most of the power limit controls. This was typical of computers with 4th Gen CPUs.

You have to check the Log File box on the main screen of ThrottleStop to create a log file. The file you attached is the ThrottleStop.INI configuration file. The log file will show how your CPU is performing. This file will be in the ThrottleStop / Logs folder and it will have today's date in its name. Create a log file and attach that file to your next post. Turn off the More Data option when logging data.
 
The log file is only 3 seconds long. You need to use your computer for 15 minutes while logging data. Do not open the file up to look at it while logging data. ThrottleStop cannot write log data to an open file.
 
The majority of that log file is when your computer is mostly idle. If you are not fully stressing your computer then it is hard to determine if there are any problems.

Your computer is running at full speed and it is running as well as any 9 year old computer can run.
