Help with RTX 4090 - Low timespy score and low fps in cyberpunk 2077, CPU bottleneck?

Hi, I recently upgraded my computer with an RTX 4090 Suprim Liquid X but it's getting very low scores in time spy and low fps in cyberpunk 2077.

My specs
i9-10900KF
MSI RTX 4090 Suprim Liquid X
32GB 3600MHz DDR4
2tb Nvme WD Black SN850X

Is my CPU causing a bottleneck?
Did I win the lottery and get a poorly performing 4090?
If I buy one 7800x3d, x870, ddr5 6000Mhz CL 30, will I get much better performance?

I personally wouldn't get a 7800X3D. The Ryzen 7 9800X3D is out now, and is significantly more powerful than the 7800X3D while usually not being a lot more expensive.

To be fair, the performance difference with an RTX 4090 in Cyberpunk 2077 at 4K with RT is negligible (sometimes not even measurable), but the 9800X3D is still the fastest CPU, and would give you better options for future GPU upgrades without having to replace the CPU to avoid bottlenecking again, or for games that are relatively more CPU-intensive than Cyberpunk 2077 (Cyberpunk with RT is one of the most GPU-intensive games relative to its CPU usage. Even if Cyberpunk 2077 isn't CPU-bottlenecked, it's still possible that a lot of other games would be).
Though if you're in a region where the 9800X3D is unobtainium, or where the 7800X3D is a lot cheaper, the 7800X3D is still a very good gaming CPU and might be the better option for you personally.

I'm thinking about the 7800x3d because here in Brazil the 9800x3d hasn't been officially released yet and the stores that have the 9800x3d are selling it for R$ 4,271 (~736.25 USD) and the 7800x3d for R$ 2,999.99 (~516.98 USD), ~220 USD difference.

Will there be a big difference with a 7800x3d or 9800x3d compared to my i9 10900k in 4k?

I have a 4090 with a 5950X , at 4K RT or no RT , waste of money , for a few fps or less !

There might be a difference in other games which are more CPU-intensive, or if you upgrade to a more powerful GPU (e.g. an RTX 5090) in the future, but for now the 7800X3D is the better choice if it's ~$200 cheaper.

Check that video, specifically testing at 4k with a 9900k, 10900k, 12900k and 13900k all with the 4090, in general you will see the biggest boost to your 1% lows with a newer CPU though the averages also see a boost with the 12/13 series CPU's which is quite substantial in some titles, in general you could see a boost of 20%+ FPS with a CPU upgrade even at 4k, whether it's worth the $ as you would have to invest in not just a new CPU but motherboard and likely RAM also that is down to you, but yes, at 4K with a 4090 and a newer 13th gen/Ryzen 7*x3D you will get a pretty hefty uplift in lows and averages in some games as you are currently CPU bound, is it worth a $600-$800 investment, only you can answer that question, anyone saying at 4k the CPU doesn't matter is wrong, in a lot of scenarios 1% FPS and even averages are higher with the newer platforms

IMO 7800x3D would be a perfect upgrade and let your 4090 stretch it's legs as much as it could

Yes, quite substantial in some games and on par/not noticeable in others, but this is likely where your bottleneck is coming into play

I went with an X3D chip and stayed with AM4 initially. From a 5950x 32thread monster down to 16 threads and 8cores. It gave me a 10fps boost at 4k. Thats close to what I'd get from a gpu upgrade.
I then went to a 7800X3D and AM5, this gave me another 10fps, the 9800X3D offers up to a 30fps gain. Thats the same as a GPU upgrade so you should make certain to go with the advice above and get a 9800X3D.
The only reason I can think of for holding off, apart from waiting for prices to fall in a yr or so. Is to see how the 9950X3D handles games. If the 9950X3D is clocked a lot higher and there are no latency or scheduling issues this time^^, we should expect maybe up to another 10-15fps. So this is a massive jump for the 9000X3D series. We are really being spoiled this year and next year could be the same again.
Very interesting times to be a system builder.

When i was testing my previous pc ( currently not have ) with Rtx 4090 and 14900K and DDR5 on 1440P i was comparing my results with other users on youtube. And it was ok. Maybe try on youtube to check.
