Speed Shift Max might not be a good way to control the CPU speed when using Windows 11. I have never tested Windows 11 or any recent U series CPUs.

Post a screenshot of the FIVR window. If the turbo ratios are not locked you can try adjusting these to control the maximum CPU speed. Is VBS disabled?

Many devices with low power U series CPUs use an embedded controller (EC) which can over write the turbo power limits. The MSR and MMIO power limits will be ignored if the EC power limits are set lower. Some manufacturers can also force U series CPUs into TDP-down mode. Intel lists configurable TDP-down mode for the 10510U as only 11W. There is no way to fix that throttling problem.

Edit - Make sure that you pressed the Apply or OK buttons in the TPL window after changing the Speed Shift Max value.
