Please how do I convert a rom file to nin bin?
I have to program a pm25lq020 for a rx570 sapphire 8g Micron ram.
that capacitor I apply from gnd to vcc having broken?

change file extension from .rom to .bin

If you have a ROM file, it is already a binary format.
It is stored and/or viewed in HEX because that is easier to work with.
But HEX format is just a more condensed form of binary format.
So, as already suggested, just rename the file extension to .bin .

The capacitor between pins 8 (Vcc) and pin 4 (Gnd) is needed for reliable operation of the memory chip.
It should be replaced. A typical capacitor would be a 0,1 microFarad ceramic capacitor.
