How do I fix Efficiency throttling?

Hi, I have a HP Laptop 14 cf-2033wm which has a intel pentium silver n5030 from the Gemini Lake Refresh and is experiencing some heavy efficiency throttling and PL1 throttling. Unclewebb has tried to help me with the problem but sadly he has done what he can to try and help fix the problem. I am wondering if anybody knows a solution to my problem as it is very frustrating to see my laptop run at low clock speeds at moments. The laptop has no dedicated GPU and has intel UHD graphics 605. Although the cpu has a TDP of 6W, it can go over to 10W and cap out there until it efficiency throttles again. During games it would get a clock speed of 398Mhz minimum when efficiency throttling at 70C. I forgot to mention this was running at 1.1Ghz which is the base speed for this CPU Unclewebb did not get a hand of this CPU before and I gave him some data of it but it couldn't solve the problem. Anyone has a solution?
 
Problem finally solved by removing the Intel Dynamic Tuning driver.

New problem: Processor gets pl1 and efficiency throttling again when playing video for some reason, dont know why and I have the intel dynamic tuning driver disabled too :/
 
The dynamic tuning driver can get automatically reinstalled depending on what method you used to remove it.
 
I already fixed that problem and I forgot to say that I fixed it with a restart and also I think its just some power throttling or something to reduce temps but its completely fine now

Unclewebb the same thing happened again with the pl1 and efficiency throttling dont know why though its quite weird and I dont know how to fix this
