How to disable AMD Powerplay? Help appreciated.

I am facing some silly lag issues while doing some tasks like say presentations on prezy or Windows Aero in 1080p. I want to modify the AMD PowerPlay profile but I am not able to do it. I looked at other threads but the solution there is either for ULPS or for older Catalyst versions. I do not want to disable ULPS. I just want to modify the idle clocks. Is there any way? Thanks.

disable ULPS in afterburner, is one way to do this

making a low clock profile helps too if familiar with afterburner.

Yeah but disabling ULPS will cause higher power consumption. The thing I want to do is that I want to keep power play functional but I just want the idle clocks to be higher. Any ways to do that?

yeah

create 2 profiles in afterburner.

save default to profile 1 & 2
edit profile 1 move core up 100 mhz from idle set as 2D profile in settings.
 
Also if you use Afterburner goto the settings > profile tab and it has the option to set 2d/3d clocks. I have heard some people use this successfully however I wasn't able to get it to work with my card. If that is the case the guide posted by erocker is the same one I used to set my default clocks and although I have to manually enable it with each boot it works just fine.
